10 Producers & Operators call for OCPB to regulate stainless steel products as label-controlled goods

 

An Attempt to Tackle Consumers?Complaint of Easily Rusting and
Sub-Standard-Grade Stainless Steel in a house-hold stainless steel ware

The Thai Stainless Steel Development Association (TSSDA) together with a group of ten stainless steel product manufacturers and users in the stainless steel industry of Thailand, have recently submitted a letter to request the Office of the Consumer Protection Board (OCPB) for the regulation of stainless steel products as label-controlled goods that require the on-label specification of stainless steel grade.

The move is part of an effort to curb the presence of sub-standard products on the market, as evidenced by the increasing complaints of consumers purchasing stainless steel products with a “High Quality?label, that rust shortly after normal usage. In addition, the request is expected to promote discussion among involved parties to address the issue and come up with a solution.

Jean-Paul Thevenin, TSSDA President, revealed that the ten stainless steel product manufacturers and users in the stainless steel industry submitting the request are: (1) Thainox Stainless Public Company Limited, (2) Satien Stainless Steel Public Company Limited, (3) Advanced Stainless Steel Company Limited, (4) V.P. Rangsee Industry Company Limited, (5) Stainless Steel Home Equipment Manufacturing Company Limited, (6) Jaguar Industries (Thailand) Company Limited, (7) Thai Unique Coil Center Public Company Limited, (8) Thai-German Products Public Company Limited, (9) Toyo Millennium Company Limited, and (10) Thai Stainless Steel Company Limited.

According to the TSSDA, stainless steel products have gained increasing popularity in the household sector; however, consumers have questioned the TSSDA about the quality to rust resistance of stainless steel products in the market. “It definitely reduces consumers?confidence, at the same time, destroy Thai manufacturers as well image of Thai stainless steel products? said Mr. Thevenin. The TSSDA, therefore, has recently conducted a random inspection of household appliances that will be the major sector directly affected if the labeling policy on stainless steel products is implemented. Under the collaborative support of Thainox Research and Development Center, thirteen samples of stainless steel products were collected from the market and tested in a laboratory to analyze their components and engineering properties. It was found that all samples are cheap imported products with low anti-corrosion performance, which are not suitable for cooking or household use. For instance, some are made of Grade 409 stainless steel, which is good for the production of exhaust pipes in automobile; while some are made of Grade 200 stainless steel, which is not recommended for prolong use in corrosive environments such as acidic food and urban or coastal area. Most of these products, however, are affixed with ‘High Quality?labels, providing misleading and inaccurate information to consumers.

Mr. Thevenin added that stainless steel ?one of the most hygienic materials ?is widely used in the production of medical equipment, in the food and beverage industry, and even in the nuclear energy industry which requires extremely high levels of safety. Nevertheless, most consumers do not know that there are many grades of stainless steel, and each grade is suitable for a specific application ?particularly the one for cooking, which is a major concern of Thai producers and operators in the stainless steel industry.

Apart from requesting that the OCPB regulate all stainless steel products, the TSSDA and a group of Thai operators in the stainless steel industry will join forces in the dissemination of knowledge concerning stainless steel, types of stainless steel grades, and appropriate applications for consumers and industrial uses.

About Stainless Steel:
Stainless steel is a generic term for steel alloys with a minimum of 10.5% chromium content. Its anti-corrosion property depends on the amount of chromium content, which is more than 10.5%. Other elements can be added to enhance the corrosion resistance and make it appropriate for different purposes.

There are three groups of stainless steel used for cooking utensils: 1. Stainless steel with low corrosion resistance (consisting of 10.5% to 16% chromium content, and might or might not contain nickel) such as Grade 409 and Grade 410 in the 200 Series, which is not commonly used in the production of food containers; 2. Stainless steel with medium corrosion resistance (consisting of 16% to 18% chromium content) which is appropriate for use as food containers and cooking appliances; and 3. Stainless steel with high corrosion resistance (consisting of more than 18% chromium content) which is suitable for use in the food and beverage business, and in the chemical industries.
